Who runs Cody

Cody has a mayor-council government. Voters elect a mayor at large and six council members, two from each of three wards. Since 1998 a City Administrator appointed by the council has run day-to-day operations, oversees all city staff and prepares the annual budget.

The city posts no salary schedule or employee pay list that we found, and the FY2027 budget summary does not state a staff count. We name pay only for elected officials and the city manager.

Is Cody in the red?

Cities must pass a balanced budget, so "profit" and "deficit" mean something different here. The useful questions: does the city's everyday money (the general fund) cover its everyday costs, how much does it keep in savings compared with its own target, and how big are its pension and debt bills.

General fund, FY2026-27$13.9MOut of $47.6M across all city funds, which includes utilities and other money that can only be spent on one thing. City of Cody · Jun 16, 2026
Savings grew, FY2024-25 (audited)+$96,063General fund revenue $11.8M, spending $11.5M. Revenue exceeded spending by $277,575. After net transfers out and other financing uses of $181,511, the general fund balance rose $96,063. City of Cody · Dec 2, 2025

Pension promises not yet funded$7.2MThe city's share of Wyoming Retirement System net pension liabilities, measured December 31, 2024: public employee plan $5.71 million and law enforcement plan $1.49 million. (2025-06-30). City of Cody · Dec 2, 2025
Debt owed$3.4M2025-06-30. City of Cody · Dec 2, 2025

Why we skip the "budgeted deficit": many cities plan to dip into savings, then spend less than planned. The audited result tells you what really happened.

Who provides your services

Not everything in Cody is run by the city. Who provides a service decides whose budget pays for it and whose election decides it.

Questions to ask your council

  1. The FY2026-27 general fund budget is $13.90 million against $12.80 million in estimated revenue. How long can the general fund cover a gap of that size?
  2. The city's share of Wyoming Retirement System pension liabilities was $7.20 million at June 30, 2025. How does the budget plan for future pension costs?
