Green River city staff

The city publishes a pay band table by job grade in its yearly wages resolution, not pay by employee. Wyoming has no statewide pay database. We name pay only for elected officials and the city manager.

Is Green River in the red?

Cities must pass a balanced budget, so "profit" and "deficit" mean something different here. The useful questions: does the city's everyday money (the general fund) cover its everyday costs, how much does it keep in savings compared with its own target, and how big are its pension and debt bills.

General fund, FY2026-27$23MOut of $42.6M across all city funds, which includes utilities and other money that can only be spent on one thing. City of Green River · Jun 16, 2026
Savings grew, FY2022-23 (audited)+$2.3MGeneral fund revenue $19.6M, spending $16.2M. Revenue exceeded spending by $3.47 million. After $1.14 million in net transfers out, mostly to capital projects, the general fund balance rose $2.33 million. City of Green River · May 17, 2024

Savings

Unassigned general fund balance: $8.3M (2023-06-30). City of Green River · May 17, 2024

Pension promises not yet funded$11.6MThe city's share of Wyoming Retirement System pension liabilities, measured Dec. 31, 2022: public employees plan $7.16 million, law enforcement plan $4.04 million and volunteer firefighter plan $0.38 million. (2023-06-30). City of Green River · May 17, 2024
Debt owed$1.3M2023-06-30. City of Green River · May 17, 2024

Why we skip the "budgeted deficit": many cities plan to dip into savings, then spend less than planned. The audited result tells you what really happened.

What Green River publishes

What a resident can find online today. A "no" is something you can ask the council to publish.

Questions to ask your council

  1. Sales tax is budgeted at $11.1 million, the largest general fund revenue. How would the budget adjust if sales tax collections fall?
  2. The city withdrew its FY2023-24 audited statements in April 2026, and the latest audit it relies on covers June 30, 2023. When will the restated FY2023-24 and the FY2024-25 audits be published?

The fiscal year starts July 1. The council discussed the FY2027 budget at its May 19 and June 2, 2026 meetings, held the public hearing on June 16, 2026, and adopted the budget that night. State law requires adoption by the third Tuesday in June. See who is running for council
