Is Sumter in the red?

Cities must pass a balanced budget, so "profit" and "deficit" mean something different here. The useful questions: does the city's everyday money (the general fund) cover its everyday costs, how much does it keep in savings compared with its own target, and how big are its pension and debt bills.

General fund, FY2025-26$56.9MOut of $95.1M across all city funds, which includes utilities and other money that can only be spent on one thing. City of Sumter · Jun 16, 2026
Savings grew, FY2024-25 (audited)+$4.1MGeneral fund revenue $69.9M, spending $72.6M. General fund spending was $2.7 million more than revenue, including $5.7 million of capital outlay for parks. Transfers in of $4.9 million and $1.8 million of new lease financing covered the gap, and fund balance rose $4,136,256, mainly from state capital grants. City of Sumter · Dec 16, 2025

Savings against the city's own target

Unassigned general fund balance: $23.8M (2025-06-30). The city's own target: The audit says the city has a fund balance policy but does not state its target. Unassigned fund balance was 33 percent of general fund expenditures. City of Sumter · Dec 16, 2025

Pension promises not yet funded$48MThe city's share of two statewide plans' net pension liability, measured June 30, 2024: South Carolina Retirement System $29,324,794 (plan 61.8% funded) and Police Officers Retirement System $18,659,443 (plan 70.5% funded). (2025-06-30). City of Sumter · Dec 16, 2025
Debt owed$42.1M2025-06-30. City of Sumter · Dec 16, 2025

Why we skip the "budgeted deficit": many cities plan to dip into savings, then spend less than planned. The audited result tells you what really happened.

Questions to ask your council

  1. In FY2024-25 general fund spending was $2.7 million more than revenue, yet fund balance rose $4,136,256 after transfers and lease financing. What target does the city's fund balance policy set for the $23.8 million unassigned balance?

  3. The FY2026-27 budget was approved in June 2026 but the latest posted budget is FY2025-26. When will the city post it, along with council pay and the city manager's contract?

The fiscal year starts July 1. Departments send requests to the City Manager each spring, and the council holds a public hearing and adopts the budget by June 30. For FY2026-27 the hearing was in May 2026 and the budget was approved in June 2026. See who is running for council
