Trenton city staff

The CY2026 budget does not state a head count. Ordinance 23-069 directs the mayor to post the salaries actually paid to officials not covered by union contracts; we did not find that list on the city's website. We name pay only for elected officials and the city manager.

Is Trenton in the red?

Cities must pass a balanced budget, so "profit" and "deficit" mean something different here. The useful questions: does the city's everyday money (the general fund) cover its everyday costs, how much does it keep in savings compared with its own target, and how big are its pension and debt bills.

General fund, CY2026 (January 1 to December 31, 2026), as introduced$298MOut of $382M across all city funds, which includes utilities and other money that can only be spent on one thing. City of Trenton · Apr 7, 2026

The city's own outlook

The introduced CY2026 budget relies on $59M of Transitional Aid from the State and exceeds the state spending cap by $18M, so it needs a waiver from the Local Finance Board. The budget's own five-year projection shows the local tax rate rising from 3.781 in 2026 to 6.603 in 2031 if state aid stays at about $132M. City of Trenton · Apr 7, 2026

The state carries another $24.4M of PFRS liability on the city's behalf. (2024-06-30). City of Trenton · Jan 5, 2026
Debt owed$181M$58.9M general, $114.1M water utility, $7.5M sewer utility and $0.5M parking utility. The city also guarantees $15.1M of Trenton Parking Authority debt. 2024-12-31. City of Trenton · Jan 5, 2026

Why we skip the "budgeted deficit": many cities plan to dip into savings, then spend less than planned. The audited result tells you what really happened.

Questions to ask your council

  1. The introduced CY2026 budget counts on $59 million of Transitional Aid and exceeds the spending cap by $18 million. What happens to the budget if the state provides less aid or no cap waiver?
  2. The budget's own projection shows the local tax rate rising from 3.781 in 2026 to 6.603 in 2031. What changes would keep that from happening?
  3. Insurance is $71.7 million in the introduced CY2026 budget, the largest line after salaries and wages. What is driving that cost?
  4. The CY2024 audit was issued January 5, 2026, about a year after the year ended. What would it take to finish the audit sooner?

Trenton's fiscal year has followed the calendar year since January 1, 2022. The CY2026 budget was introduced April 7, 2026, with a public hearing set for May 5, 2026. See who is running for council
