Is Fremont in the red?

Cities must pass a balanced budget, so "profit" and "deficit" mean something different here. The useful questions: does the city's everyday money (the general fund) cover its everyday costs, how much does it keep in savings compared with its own target, and how big are its pension and debt bills.

General fund, FY2026-27$51.8MOut of $250M across all city funds, which includes utilities and other money that can only be spent on one thing. City of Fremont · Sep 2, 2025
Savings shrank, FY2024-25 (audited)−$5.4MGeneral fund revenue $14.6M, spending $28.9M. Spent $14.3M more than it took in before transfers. Transfers in of $9.5M, mostly from the sales tax fund and the city utilities, covered part of the gap. The fund balance fell $5.4M, which the city says is largely due to the timing of police and street capital projects. City of Fremont · Mar 31, 2026

The city's own outlook

The two-year budget adopted in 2025 included a planned general fund deficit for FY2026-27. In September 2026 the city amended that year's budget to recognize more revenue, including a food and beverage tax rate increase from 1% to 2% and a higher property tax request of $8,041,174.67. Finance staff said this reduces the planned deficit and that total spending is unchanged. Staff estimate 2027 property tax revenue covers about 57% of police and fire costs. Why we skip the "budgeted deficit": many cities plan to dip into savings, then spend less than planned. The audited result tells you what really happened.
