Is North Miami in the red?

Cities must pass a balanced budget, so "profit" and "deficit" mean something different here. The useful questions: does the city's everyday money (the general fund) cover its everyday costs, how much does it keep in savings compared with its own target, and how big are its pension and debt bills.

General fund, FY2026-27$102MOut of $239M across all city funds, which includes utilities and other money that can only be spent on one thing. City of North Miami · Sep 15, 2026

The city's own outlook

The FY2027 general fund budget uses $7.9 million of fund balance, down from $14.1 million in the FY2026 adopted budget. The city manager warns that legislative proposals could significantly reduce city property-tax revenue beginning in FY2028. City of North Miami · Aug 25, 2026

Pension promises not yet funded$49.9MNet pension liability from the city's audited report: police pension plan $30.3M (79.55% funded), Florida Retirement System share $14.3M, retiree health subsidy $5.3M. The general employees' plan (Clair T. Singerman) was 114.15% funded, a $21.9M surplus not counted in the total. Both city plans are closed to new hires, who join the state system. (2025-09-30). Debt owed$60.1MCRA redevelopment revenue bonds (Series 2024) $48.4M, paid from tax increment revenue and not a general obligation of the city. Note payable $6.0M. Water and sewer state revolving fund loan $3.9M. 2025-09-30. City of North Miami · Jun 22, 2026

Why we skip the "budgeted deficit": many cities plan to dip into savings, then spend less than planned. The audited result tells you what really happened.

Questions to ask your council

  1. The FY2027 general fund budget uses $7.9 million of savings, after $14.1 million budgeted in FY2026. How will the city close that gap if property-tax revenue falls in FY2028?
  2. Unassigned general fund reserves were $13.2 million on Sept. 30, 2025, and the FY2026 budget called for rebuilding toward two months of operating spending. What dollar target will the council set?
  3. The police pension plan was 79.55% funded, with a $30.3 million net pension liability. What is the plan to close that gap?

The fiscal year starts Oct. 1. The city holds budget town halls in June (June 10-17, 2026), a virtual budget workshop in July (July 16), and two public hearings in September (Sept. 4 and Sept. 15, 2026). The FY2027 budget was adopted 4-1 on Sept. 15, 2026. See who is running for council
