Is Santee in the red?

Cities must pass a balanced budget, so "profit" and "deficit" mean something different here. The useful questions: does the city's everyday money (the general fund) cover its everyday costs, how much does it keep in savings compared with its own target, and how big are its pension and debt bills.

General fund, FY2026-27$66.6MOut of $72M across all city funds, which includes utilities and other money that can only be spent on one thing. City of Santee · Jun 24, 2026
Savings grew, FY2024-25 (audited)+$3.2MGeneral fund revenue $60.7M, spending $63.5M. City of Santee · Dec 22, 2025

Savings against the city's own target

Unassigned general fund balance: $20.1M (2025-06-30). The city's own target: A council policy adopted June 26, 2024 sets a minimum general fund reserve of 22% of annual operating expenditures. The FY2026-27 budget projects an available reserve of $14.9M at June 30, 2027, or 22.44% of operating spending. The city meets this target. City of Santee · Dec 22, 2025

Pension promises not yet funded$54.4M(2025-06-30). CalPERS
Debt owed$4.7MSANDAG 2010 loan $2.1M (flood channel and street projects). SANDAG 2014 loan $2.6M (street repairs). 2025-06-30. City of Santee · Dec 22, 2025

Why we skip the "budgeted deficit": many cities plan to dip into savings, then spend less than planned. The audited result tells you what really happened.

Questions to ask your council

  1. Law enforcement, mostly the Sheriff's contract, takes $19.1 million of the FY2026-27 general fund budget, and the contract expires at the end of the fiscal year, with larger increases expected. How large an increase does the long-range forecast assume?
