Proposition F is on the Nov 3, 2026 ballot in San Francisco. This page summarizes the official documents; every statement links to its source, and we take no position on how you should vote.
The question on your ballot
“Charter amendment that would expand the Mayor’s authority to hire and remove most department heads, allow most commissioners to be removed at will by their appointing authority, authorize the Mayor to reorganize departments and adjust reporting relationships, and allow the use of deputy mayors.”A YES vote means
The Mayor could reorganize executive branch departments that exist under the Charter, with certain exceptions, hire deputy mayors, and fire most department heads without board or commission involvement.
A NO vote means
The Mayor may not reorganize Charter-established department duties or hire deputy mayors who supervise most Charter departments; for most, the board or commission may fire the department head, but the Mayor may not.
The money
The Controller states the proposed Charter amendment would have a minimal impact on the cost of government, although at a level that cannot be determined at this time.
The Controller states the average annual cost for a deputy mayor would be approximately $250,000.
The official arguments
These are the arguments filed with the county for the official voter guide. They are written by their authors, not by the city or by us. We summarize what each says, not whether it is accurate.
Argument in favor
The argument says departments now operate as independent fiefdoms. It says Proposition F would let the Mayor hire and remove most department heads, and that the Board of Supervisors would keep oversight and could reject changes.
Signed by Mayor Daniel Lurie; Board of Supervisors President Rafael Mandelman; Speaker Emerita Nancy Pelosi; Nancy Tung, San Francisco Democratic Party; Former Deputy City Attorney Jim Lazarus; and others as printed

Argument against
The argument says Proposition F removes checks and balances of the Board of Supervisors and commissions. It says it lets the Mayor remove commissioners without cause, hire and fire department heads without commission hearings, and rearrange departments.
