Is Oakland in the red?

Cities must pass a balanced budget, so "profit" and "deficit" mean something different here. The useful questions: does the city's everyday money (the general fund) cover its everyday costs, how much does it keep in savings compared with its own target, and how big are its pension and debt bills.

General fund, FY2026-27$818MOut of $2.27B across all city funds, which includes utilities and other money that can only be spent on one thing. City of Oakland · Jun 12, 2026
Savings grew, FY2025 (audited)+$81.1MGeneral fund revenue $979M, spending $826M. Took in $152.8M more than it spent before transfers. Spending fell 11.3% from the year before, partly from vacancy management, delayed hiring and deferred contracts. After net transfers out of $71.7M, the general fund balance rose $81.1M. The city's own outlook

The mayor calls the city chronically financially distressed: the cost of city services grows faster than recurring revenues. The FY2026-27 midcycle budget closes the gap left by an assumed $40 million parcel tax by freezing vacant positions and cutting contracts, and it uses one-time revenues for ongoing costs. It does not count on Measure E revenue. It funds 678 sworn police officers, 22 short of the 700 that Measure NN requires. The mayor says the budget is balanced and reduces the structural deficit but is not sufficient. City of Oakland · May 15, 2026

Savings against the city's own target

Unassigned general fund balance: $191M (2025-06-30). The city's own target: Keep General Purpose Fund reserves of at least 7.5% of General Purpose Fund appropriations. On June 30, 2025 the Emergency Reserve ($63.8 million) plus the unassigned General Purpose Fund balance ($34.6 million) totaled $98.4 million, above the $59.9 million the policy required. Most of the general fund's unassigned balance is outside the General Purpose Fund. City of Oakland · Dec 30, 2025

Why we skip the "budgeted deficit": many cities plan to dip into savings, then spend less than planned. The audited result tells you what really happened.
