Electricity & gas

Your PG&E bill: plans, discounts and rebates still open

Two companies share your bill. Silicon Valley Clean Energy buys the electricity, and PG&E delivers it, delivers your gas and sends the bill. The plan you're on and the discounts you claim matter far more than which company buys the power.

Mountain View adds 3% to electricity, gas and landline bills, and 2.5% to mobile phones. We found no senior or low-income exemption.

Electric car? Switch to EV2-A

~$650 a year

Charging 300 kWh a month overnight at 22.6¢ instead of 40.7¢ (the top tier, where car charging lands on the tiered plan). You can change plans once every 12 months, so compare first in your PG&E account, which uses your real usage.

New since March 2026: a fixed base charge on every bill

PG&E now charges about $24.12 a month whatever you use ($5.99 on CARE, $12.07 on FERA). In exchange, the per-kWh prices are a little lower. Solar homes pay it too.

Discounts most eligible households miss

CARE: one enrollment, four bills

Often $1,000+ a year

35% or more off electricity, 20% or more off gas, the base charge drops to $5.99, and SV Clean Energy adds a $12 monthly credit. It also unlocks Recology's low-income garbage rate (about half price) and San Jose Water's 15% discount. The latter two need their own applications.

Income limits from June 1, 2026: $43,280 for 1–2 people, $54,640 for 3, $66,000 for 4, plus $11,360 per extra person.

How: pge.com/care. It takes about 5 minutes.

FERA: 18% off electricity

For the next income band up: up to $54,100 for 1–2 people, $82,500 for 4.

Medical Baseline

~$490 a year

For a household member who depends on powered medical equipment or needs heating or cooling for a condition. You get about 500 extra kWh a month at the lowest price, or a 12% discount on time-of-use plans. Needs a doctor's signature.

The 30% federal credits for solar and batteries and for efficiency upgrades (25D, 25C) ended Dec 31, 2025. The new-EV credit ended Sept 30, 2025, and the home EV charger credit ended June 30, 2026. The state's HEEHRA rebates for single-family homes are on a waitlist, and BayREN Home+ has closed. Many rebate articles online are out of date.

Coming: gas water heaters

Under a Bay Area air district rule, new and replacement water heaters must be zero-emission (heat pump) from January 2027. A proposed delay to 2028 is up for a board vote this quarter. Nobody has to remove a working heater, but plan your next replacement around it and reserve the rebate first.

Solar: finish by Dec 31, 2026

New solar is excluded from property tax reassessment only if it's completed by the end of 2026. Under PG&E's current solar billing, power you send to the grid midday earns only about 4–8¢, so a battery is usually what makes new solar pay off.

One myth

Opting out of SV Clean Energy back to PG&E saves nothing: SVCE's default plan costs about 1% less than PG&E's generation. Its 100% renewable plan, GreenPrime, adds about $3 a month.
