Who runs Glendora

A city manager appointed by the council runs the city day to day as chief executive officer. The five council members are elected by district to four-year terms and pick a mayor from among themselves each year. The council sets policy, adopts the budget and appoints the city manager and city attorney.

Is Glendora in the red?

Cities must pass a balanced budget, so "profit" and "deficit" mean something different here. The useful questions: does the city's everyday money (the general fund) cover its everyday costs, how much does it keep in savings compared with its own target, and how big are its pension and debt bills.

The city's own outlook

The FY2026-27 general fund budget expects $45.9 million in revenue against $45.7 million in spending, balanced with a $3.6 million transfer from Measures E/Z. The city's forecast shows small yearly surpluses of about $160,000 to $230,000 through FY2030-31, with the reserve between 41.5% and 44.5% of spending. City of Glendora · Jun 9, 2026

Savings against the city's own target

Unassigned general fund balance: $57,034 (2025-06-30). The city's own target: The council's reserve policy calls for a contingency reserve of 30% to 45% of the prior year's operating spending. The city holds it as committed fund balance: $18.5 million on June 30, 2025, equal to 45%. Most of the rest of the general fund's $42.4 million balance was restricted, committed or assigned, including $10.7 million assigned to pensions and retiree health, leaving $57,034 unassigned. Why we skip the "budgeted deficit": many cities plan to dip into savings, then spend less than planned. The audited result tells you what really happened.

Questions to ask your council

  1. The general fund held $42.4 million on June 30, 2025, but only $57,034 was unassigned; $18.5 million was the contingency reserve and $10.7 million was assigned to pensions and retiree health. Does the council plan to keep the reserve at the 45% top of its policy range?
  2. The FY2026-27 general fund budget of $45.7 million is balanced with a $3.6 million transfer from Measures E/Z. How would services change if sales tax revenue fell?
  3. The FY2024-25 audit report was dated May 12, 2026, more than ten months after the year ended. What would it take to finish the audit by December?

The fiscal year starts July 1. The city adopts a two-year budget (FY2025-27 was adopted June 10, 2025, after a June 3 budget workshop) and updates the second year in a mid-cycle review, adopted June 9, 2026. Staff also bring the council a mid-year budget review each year. See who is running for council
