Who runs Eureka

A city manager hired by the council runs the city day to day. The council sets policy, adopts the budget and sets the tax rate.

Is Eureka in the red?

Cities must pass a balanced budget, so "profit" and "deficit" mean something different here. The useful questions: does the city's everyday money (the general fund) cover its everyday costs, how much does it keep in savings compared with its own target, and how big are its pension and debt bills.

General fund, FY2026-27$44.6MOut of $110M across all city funds, which includes utilities and other money that can only be spent on one thing. City of Eureka · Jun 10, 2026
Savings grew, FY2025 (audited)+$650,077General fund revenue $49M, spending $45.8M. Took in $3.2M more than it spent, then moved $2.6M to other funds, so the general fund balance rose $650K to $12.0M. City of Eureka · Mar 30, 2026

Savings against the city's own target

Unassigned general fund balance: $1.3M (2025-06-30). The city's own target: Keep unrestricted general fund balance (assigned plus unassigned) of at least three months (90 days) of regular operating spending and transfers out, with a plan to rebuild within 36 months if it falls short. On June 30, 2025 the general fund also held $10.5 million assigned, including a $7.4 million operating contingency. City of Eureka · Jun 20, 2023

Pension promises not yet funded$65.4M(2025-06-30). City of Eureka · Mar 30, 2026
Debt owed$23.1M2025-06-30. City of Eureka · Mar 30, 2026

Why we skip the "budgeted deficit": many cities plan to dip into savings, then spend less than planned. The audited result tells you what really happened.
