Searcy city staff

Arkansas has no statewide pay database. The 2026 budget gives department totals but no citywide staff count, and we found no published employee pay list. We name pay only for elected officials and the city manager.

Is Searcy in the red?

Cities must pass a balanced budget, so "profit" and "deficit" mean something different here. The useful questions: does the city's everyday money (the general fund) cover its everyday costs, how much does it keep in savings compared with its own target, and how big are its pension and debt bills.

General fund, FY2026$28.2MOut of $28.2M across all city funds, which includes utilities and other money that can only be spent on one thing. City of Searcy · Jan 8, 2026
Savings grew, 2024 (audited)+$2.8MGeneral fund revenue $33.6M, spending $34.3M. In 2024 general fund revenue was $33.65 million and spending $34.33 million. A $3.51 million contribution from the regional library more than covered the gap, and the fund balance rose $2.83 million to $28.19 million. Arkansas Legislative Audit · Aug 4, 2025

The city's own outlook

The 2026 general fund budget expects $30.22 million of revenue and $27.49 million of department spending. After $754,626 of capital requests it plans a surplus of $1.97 million. We found no multi-year forecast. City of Searcy · Jan 8, 2026

Savings against the city's own target

Unassigned general fund balance: $19.6M (2024-12-31). The city's own target: No formal reserve policy. The council commits fund balance by ordinance and may assign amounts to specific purposes, although a formal policy has not been established. Arkansas Legislative Audit · Aug 4, 2025

Pension promises not yet funded$17.1MThe city's pension liabilities total $17.05 million: $10.57 million as its share of the Local Police and Fire Retirement System (LOPFI) at December 31, 2024, and $6.48 million as its share of the Arkansas Public Employees Retirement System (APERS) at June 30, 2024. (2024-12-31). Arkansas Legislative Audit · Aug 4, 2025
Debt owed$98.2MSales and Use Tax Improvement Bonds, Series 2024, of $90,630,000 for parks and recreation facilities, due through November 1, 2044; and water and sewer revenue bonds of $7,583,626. 2024-12-31. Arkansas Legislative Audit · Aug 4, 2025

Why we skip the "budgeted deficit": many cities plan to dip into savings, then spend less than planned. The audited result tells you what really happened.
