Is Bryant in the red?

Cities must pass a balanced budget, so "profit" and "deficit" mean something different here. The useful questions: does the city's everyday money (the general fund) cover its everyday costs, how much does it keep in savings compared with its own target, and how big are its pension and debt bills.

General fund, FY2026$20.5MOut of $64M across all city funds, which includes utilities and other money that can only be spent on one thing. City of Bryant · Dec 16, 2025
Savings grew, 2024 (audited)+$1.1MGeneral fund revenue $13.3M, spending $19.6M. In 2024 general fund revenue was $13.30 million and spending $19.62 million. Transfers in of $15.37 million and transfers out of $7.91 million left the fund balance $1.13 million higher, at $13.61 million. City of Bryant · Jun 26, 2025

The city's own outlook

The budget's own forecast says expenses are outpacing revenues. It projects the general fund balance rising slightly through 2027, then yearly shortfalls growing to $1.88 million in 2031, with the balance down to $10.13 million. A 2025 election on paying off the 2016 debt and extending the sales tax failed, and there is no definitive plan yet for the shortfalls. City of Bryant · Dec 16, 2025

Savings against the city's own target

Unassigned general fund balance: $13.6M (2024-12-31). The city's own target: Resolution 2025-50 set a reserve policy: a $1 million contingency reserve in each major fund, an operating reserve of at least 90 days of budgeted payroll, and a debt reserve of one year's payments. Why we skip the "budgeted deficit": many cities plan to dip into savings, then spend less than planned. The audited result tells you what really happened.
