How Ontario is run

Who runs Ontario, what it costs, and where your money goes

Who runs Ontario

A city manager hired by the council runs the city day to day. The council sets policy, adopts the budget and sets the tax rate.

Is Ontario in the red?

Cities must pass a balanced budget, so "profit" and "deficit" mean something different here. The useful questions: does the city's everyday money (the general fund) cover its everyday costs, how much does it keep in savings compared with its own target, and how big are its pension and debt bills.

General fund, FY2026-27$18.3MOut of $54M across all city funds, which includes utilities and other money that can only be spent on one thing. City of Ontario · Jun 23, 2026
Savings grew, FY2024-25 (audited)+$2.6MGeneral fund revenue $12.2M, spending $9M. Took in $3.2 million more than it spent. After $667,758 of transfers out and $70,000 in, the general fund balance rose $2.6 million. City of Ontario · Jan 22, 2026

Savings against the city's own target

Unassigned general fund balance: $6.9M (2025-06-30). The city's own target: Keep a general fund ending balance of 3 months of general fund operating expenses, plus a contingency account for unexpected needs. City of Ontario · Jan 22, 2026

Pension promises not yet funded$10.5MThe city's share of the Oregon PERS net pension liability, measured June 30, 2024. The plan was 79.3% funded. The city has paid $8.1 million into a PERS side account to lower its rates. (2024-06-30). City of Ontario · Jan 22, 2026
Debt owed$3.4MAll water and sewer loans; no governmental debt 2025-06-30. City of Ontario · Jan 22, 2026

Why we skip the "budgeted deficit": many cities plan to dip into savings, then spend less than planned. The audited result tells you what really happened.

Who provides your services

Not everything in Ontario is run by the city. Who provides a service decides whose budget pays for it and whose election decides it.

What Ontario publishes

What a resident can find online today. A "no" is something you can ask the council to publish.

Questions to ask your council

  1. The general fund ended June 30, 2025 with $6.9 million unassigned, against a target of 3 months of operating expenses. What is the extra balance set aside for?
  2. The local marijuana tax is budgeted at $2.5 million in FY2026-27, more than half as much as property taxes. What happens to services if it falls?
  3. Police is the largest general fund cost at $6.2 million in FY2026-27. What would the three more officers the budget message mentions add to that?
  4. The city's share of the PERS pension shortfall was $10.5 million. How much longer will side account payments continue?
