Who runs Paris

Paris has a city commission: an elected mayor and four commissioners, who all vote. The city operates under the city manager form of government, and the commission appointed Matt Belcher as city manager in July 2025.

Is Paris in the red?

Cities must pass a balanced budget, so "profit" and "deficit" mean something different here. The useful questions: does the city's everyday money (the general fund) cover its everyday costs, how much does it keep in savings compared with its own target, and how big are its pension and debt bills.

Debt owed$11MGovernmental $2.1 million (bank notes); utilities $8.9 million (revenue bonds, bank note, KIA loan) FY2024-25. City of Paris · May 30, 2026

Why we skip the "budgeted deficit": many cities plan to dip into savings, then spend less than planned. The audited result tells you what really happened.

Who provides your services

Not everything in Paris is run by the city. Who provides a service decides whose budget pays for it and whose election decides it.

Questions to ask your council

  1. The city's share of CERS pension liabilities was about $19.2 million at June 30, 2025. How will CERS contribution rates affect future budgets?
  2. Community partners, including EMS and emergency dispatch, take $2.1 million of the $16.1 million FY2026-27 general fund budget. How are these costs shared with Bourbon County?

The fiscal year starts July 1. The commission holds budget workshops in the spring (March 17 and May 20, 2026, plus a joint city and county session on April 2). The budget ordinance gets a first reading in June (June 9, 2026) and is adopted on second reading (June 23, 2026). Property tax rates are set in late summer (September 11, 2026).
