How Independence is run

Who runs Independence, what it costs, and where your money goes

The city manager, council pay, the budget, your property tax bill and who provides each service, from Independence's own public documents. Every number links to its source and says which year it describes. Checked Oct 10, 2026.

Who runs Independence

The elected mayor heads the city government and appoints its top administrator and department heads. The council passes laws, adopts the budget and sets the tax rate.

Independence city staff

The city posts its pay classification ordinance but not the pay scale attached to it. We found no staff count in the audit or budget statements; Public Services has 7 full-time employees. We name pay only for elected officials and the city manager.

Is Independence in the red?

Cities must pass a balanced budget, so "profit" and "deficit" mean something different here. The useful questions: does the city's everyday money (the general fund) cover its everyday costs, how much does it keep in savings compared with its own target, and how big are its pension and debt bills.

General fund, FY2026-27$15.4MOut of $20M across all city funds, which includes utilities and other money that can only be spent on one thing. City of Independence · Sep 28, 2026
Savings grew, FY2025 (audited)+$3.9MGeneral fund revenue $15.7M, spending $10M. City of Independence · Oct 7, 2025

Savings

Unassigned general fund balance: $16.6M (2025-06-30). City of Independence · Oct 7, 2025

Pension promises not yet funded$9.8MThe city's share of the state-run County Employees' Retirement System (CERS) net pension liability: $2.1M for the non-hazardous plan (61.61% funded) and $7.6M for the hazardous (police) plan (57.05% funded). A separate retiree health (OPEB) liability is $299,060. (2025-06-30). City of Independence · Oct 7, 2025
Debt owed$615,000One bond issue that paid for the municipal building: $305,000 due within a year and $310,000 later. 2025-06-30. City of Independence · Oct 7, 2025

Why we skip the "budgeted deficit": many cities plan to dip into savings, then spend less than planned. The audited result tells you what really happened.

Questions to ask your council

  1. Unassigned general fund reserves were $16.6 million on June 30, 2025, and FY2025 general fund spending was about $10.0 million. Will the council adopt a written reserve target?
  2. The FY2026-27 general fund budget plans $132,472 more spending than revenue. Which reserves cover the gap?
  3. The city's share of the CERS hazardous pension plan shortfall is $7.6 million, and that plan was 57.05% funded. How does the budget plan for rising pension costs?
  4. The posted budget ordinance and pay plan ordinance do not include their exhibits. Will the city post the full line-item budget and pay scale?

The fiscal year starts July 1. The budget gets a first reading in May (May 4, 2026) and is adopted in June; the FY2026-27 budget passed 6-0 on June 8, 2026. Property tax rates are set in late summer (readings Aug. 31 and Sept. 14, 2026). Tax bills go out Oct. 1 and are due Dec. 31. See who is running for council
