Who runs Seaside

A City Manager appointed by the council runs the city day to day and appoints other city staff. The five-member council, including the directly elected mayor, sets policy, approves ordinances and contracts, and authorizes spending. The council also appoints the City Attorney.

Is Seaside in the red?

Cities must pass a balanced budget, so "profit" and "deficit" mean something different here. The useful questions: does the city's everyday money (the general fund) cover its everyday costs, how much does it keep in savings compared with its own target, and how big are its pension and debt bills.

General fund, FY2026-27$54.5MOut of $81.5M across all city funds, which includes utilities and other money that can only be spent on one thing. City of Seaside · Jun 18, 2026
Savings shrank, FY2024-25 (audited)−$4.4MGeneral fund revenue $56M, spending $51.5M. Took in $4.5M more than it spent. The city then moved $8.9M to other funds, largely for capital projects and street costs, so the general fund balance fell $4.4M. City of Seaside · Jan 28, 2026

Why we skip the "budgeted deficit": many cities plan to dip into savings, then spend less than planned. The audited result tells you what really happened.

Your property tax bill: who gets it

Almost all of the bill is the 1% base levy, which the county splits among local agencies. The city gets about 18 cents of each base-levy dollar. The city charges no voter-approved debt rate of its own.

What Seaside publishes

What a resident can find online today. A "no" is something you can ask the council to publish.

Questions to ask your council

  1. Council members were overpaid from June 2025 to June 2026, and the council has asked an independent professional to recommend a repayment method. When will the council adopt a repayment plan?
  2. The city's net pension liability was $64.0 million in its FY2024-25 audit, and it holds $4.4 million in a pension trust. Does the council plan to add to the trust?

The fiscal year starts July 1. Finance released the proposed FY2026-27 budget on May 15, 2026, the council held budget study sessions May 26 and 27, and adopted the budget 5-0 on June 18, 2026. Quarterly fiscal updates to the council begin in October 2026. See who is running for council
