Who runs Rialto

A city manager appointed by the council runs the city day to day. The five-member council, including the directly elected mayor, sets policy and adopts the budget each June. The city clerk and city treasurer are also elected. The city runs its own police and fire departments, and the fire department runs ambulances.

Is Rialto in the red?

Cities must pass a balanced budget, so "profit" and "deficit" mean something different here. The useful questions: does the city's everyday money (the general fund) cover its everyday costs, how much does it keep in savings compared with its own target, and how big are its pension and debt bills.

General fund, FY2026-27$173MOut of $293M across all city funds, which includes utilities and other money that can only be spent on one thing. City of Rialto · Jun 23, 2026
Savings grew, FY2024-25 (audited)+$190,154General fund revenue $178M, spending $144M. Took in $34.5 million more than it spent. It then moved $35.1 million to other funds, including $25 million to the wastewater fund for one-time capital work and a $5 million subsidy to the water fund. The general fund balance rose $0.2 million to $133.4 million. City of Rialto · Mar 26, 2026

Savings against the city's own target

Unassigned general fund balance: $72.3M (2025-06-30). The city's own target: The budget's guiding principles target a general fund reserve of 30%. Separately, the council has committed $36.3 million of the general fund for economic uncertainty. City of Rialto · Mar 26, 2026

Pension promises not yet funded$177M(2025-06-30). CalPERS · Jan 1, 2026
Debt owed$206M2025-06-30. City of Rialto · Mar 26, 2026

Why we skip the "budgeted deficit": many cities plan to dip into savings, then spend less than planned. The audited result tells you what really happened.

Questions to ask your council

  1. In FY2024-25 the general fund moved $35.1 million to other funds, including $25 million to the wastewater fund. Will the general fund keep supporting the water and wastewater funds?
  2. The general fund had $72.3 million unassigned on June 30, 2025, and the budget targets a 30% reserve. How does the city measure that target, and what is the extra money for?
  3. Sales tax, budgeted at $68.7 million, is the largest general fund revenue in FY2026-27. How would the budget handle a drop in sales tax?
