Is Lompoc in the red?

Cities must pass a balanced budget, so "profit" and "deficit" mean something different here. The useful questions: does the city's everyday money (the general fund) cover its everyday costs, how much does it keep in savings compared with its own target, and how big are its pension and debt bills.

General fund, FY2026-27$59.3MOut of $229M across all city funds, which includes utilities and other money that can only be spent on one thing. City of Lompoc · Jun 17, 2025

Why we skip the "budgeted deficit": many cities plan to dip into savings, then spend less than planned. The audited result tells you what really happened.

Your property tax bill: who gets it

Of each property-tax dollar a Lompoc homeowner pays, about 15 cents goes to the city. The rest of the 1% base levy goes to other local agencies, and three voter-approved bonds add about 0.1%. The city has no voter-approved debt rate of its own.

What Lompoc publishes

What a resident can find online today. A "no" is something you can ask the council to publish.

Questions to ask your council

  1. Unassigned general fund reserves were $8.3 million on June 30, 2025, below the city's own two-month target. When does the council expect to meet it, and will it adopt the 25% goal?
  2. The city's net pension liability was $105.5 million, and CalPERS cost increases are projected through FY2031-32. How will the FY2027-29 budget absorb them?
  3. In FY2024-25 the general fund spent $60.1 million against $51.1 million of revenue before transfers. How long can transfers from other funds, including the electric utility, keep covering that gap?
  4. Public safety is $27.4 million of the $59.3 million FY2026-27 general fund budget. What would it take to keep current police and fire staffing in the next budget?
