Measure D: Ranked choice voting for City Council and mayor
Measure D is on the Nov 3, 2026 ballot in Irvine. This page summarizes the official documents; every statement links to its source, and we take no position on how you should vote.
The question on your ballot
“Shall a measure that directs, to the extent technically and financially feasible, the use of ranked choice voting for City Council Member and Mayoral Elections occurring after January 1, 2028, be adopted?”A YES vote means
A "Yes" vote is in favor of adopting the measure and transitioning to RCV elections after January 1, 2028, if the specified technical and financial conditions are met.
What it takes to pass
If a majority of voters vote "Yes," then this measure will take effect ten (10) days after election results are declared by the City Council.
The money
One condition for the transition is that the additional cost of an RCV election is not more than 0.23% of the City's general fund budget for the fiscal year in which the election would be held (the RCV Cost Cap).
0.23% of the City's fiscal year 2026-2027 general fund budget of approximately $312.1 million is approximately $717,790.
How it got on the ballot
On July 14, 2026, the City Council adopted a resolution ordering the submission of the ranked choice voting measure to the voters at the November 3, 2026 General Municipal Election.
The official arguments
These are the arguments filed with the county for the official voter guide. They are written by their authors, not by the city or by us. We summarize what each says, not whether it is accurate.
Argument in favor
Says candidates are often elected with under one-third of the vote and that RCV produces majority-supported winners, lets voters rank choices, and encourages positive campaigns. Says the 0.23% cost limit protects taxpayers.
Signed by Kathleen Treseder, Councilmember
Argument in Favor of Measure D (Orange County ROV measure PDF)
Argument against
Says the city faces a projected budget deficit and that the cost of RCV is unknown. Says Irvine holds no runoffs, that no other Orange County city uses RCV, and that results could be delayed and the top vote-getter can lose.
Signed by James Mai, Vice Mayor
