A city manager appointed by the council runs the city day to day and hires all other staff. The council of four district members and a directly elected mayor makes policy, adopts the budget and appoints the city manager and the contract city attorney.

Is Goleta in the red?

Cities must pass a balanced budget, so "profit" and "deficit" mean something different here. The useful questions: does the city's everyday money (the general fund) cover its everyday costs, how much does it keep in savings compared with its own target, and how big are its pension and debt bills.

General fund, FY2026-27$61.6MOut of $76.6M across all city funds, which includes utilities and other money that can only be spent on one thing. City of Goleta · Jun 16, 2026
Savings grew, FY2024-25 (audited)+$8.4MGeneral fund revenue $54.8M, spending $45.9M. Took in $8.9M more than it spent, as staff vacancies and delayed projects kept spending low. After $0.7M of transfers out, general fund balance rose $8.4M, to $53.2M. City of Goleta · Dec 22, 2025

The city's own outlook

The city's five-year forecast shows a structurally balanced budget, with ongoing revenue topping ongoing spending by about $385,000 a year on average. Spending grows faster than revenue, mainly the sheriff's contract at 5.28% a year, and the forecast does not include restoring deferred maintenance. City of Goleta · Jun 16, 2026

Why we skip the "budgeted deficit": many cities plan to dip into savings, then spend less than planned. The audited result tells you what really happened.

Questions to ask your council

  1. The five-year forecast shows ongoing revenue beating ongoing spending by only about $385,000 a year, while the sheriff's contract grows 5.28% a year. How will the city pay for deferred maintenance?
  2. The city's debt reached $42.5 million at June 30, 2025, after it sold lease revenue bonds and Measure A sales tax bonds in 2025. Which projects will that money finish, and when?
  3. The FY2026-27 general fund budget of $61.6 million draws $6.3 million from reserves, mostly for one-time capital projects. How much fund balance will remain afterward?
  4. Unassigned general fund balance was $9.5 million at June 30, 2025, after the general fund balance rose $8.4 million that year as delayed projects were carried over. How much of that carried-over money was spent in FY2025-26?
