The official arguments
These are the arguments filed with the county for the official voter guide. They are written by their authors, not by the city or by us. We summarize what each says, not whether it is accurate.
Argument in favor
Says the City Clerk’s work is technical and not policymaking, and that an appointed Clerk could be chosen for qualifications and held to performance standards, as most California cities do.
Signed by Karen L Reese, City Clerk; Kevin O'Rrourke, Retired City Manager
Argument against
Says an appointed Clerk would answer to City Hall instead of voters, which the argument says weakens transparency and accountability, and that restoring an elected Clerk would require a new initiative.
Signed by Solano County Taxpayers Association, Michael T Nolan, President
