Is Culver City in the red?

Cities must pass a balanced budget, so "profit" and "deficit" mean something different here. The useful questions: does the city's everyday money (the general fund) cover its everyday costs, how much does it keep in savings compared with its own target, and how big are its pension and debt bills.

General fund, FY2026-27$205MOut of $371M across all city funds, which includes utilities and other money that can only be spent on one thing. City of Culver City · Jun 8, 2026
Savings shrank, FY2024-25 (audited)−$11.4MGeneral fund revenue $174M, spending $180M. General fund spending was $6.2 million more than revenue. After $17.5 million in transfers out, $3.4 million in transfers in and $9.0 million in lease and software subscription financing, the general fund balance fell by $11.4 million to $140.8 million. The city's own outlook

The budget's five-year forecast, updated in May 2026, shows a $4.5 million general fund surplus in FY2026-27 and small deficits of $0.9 million to $2.2 million a year from FY2027-28 through FY2030-31. A year earlier the forecast showed a $26.5 million deficit for FY2026-27. The council declared a fiscal emergency on April 24, 2025, voters approved a 0.25% sales tax in August 2025, and the council ended the emergency on April 14, 2026. City of Culver City · May 11, 2026

Why we skip the "budgeted deficit": many cities plan to dip into savings, then spend less than planned. The audited result tells you what really happened.
