The budget lists every position and its budgeted pay by department, but the budget documents we could read give no citywide position total. We did not pull pay bands from the State Controller's database. We name pay only for elected officials and the city manager.

Is Compton in the red?

Cities must pass a balanced budget, so "profit" and "deficit" mean something different here. The useful questions: does the city's everyday money (the general fund) cover its everyday costs, how much does it keep in savings compared with its own target, and how big are its pension and debt bills.

General fund, FY2026-27$85.9MOut of $287M across all city funds, which includes utilities and other money that can only be spent on one thing. City of Compton · Jun 23, 2026
Savings grew, FY2023-24 (audited)+$23.6MGeneral fund revenue $84.7M, spending $71.6M. Took in $13.1M more than it spent. A $14.1M transfer in from the federal grants fund, less $3.6M of transfers out, added more, and general fund balance rose $23.6M. City of Compton · Feb 5, 2026

Debt owed$113MGeneral government $66.3M (2021 sales tax revenue bonds $35.2M, lease revenue refunding bonds of 2016 $19.4M and 2008 $7.0M, plus premiums). Water and sewer revenue bonds $46.9M (water $33.4M, sewer $14.2M). 2024-06-30. City of Compton · Feb 5, 2026

Why we skip the "budgeted deficit": many cities plan to dip into savings, then spend less than planned. The audited result tells you what really happened.

Questions to ask your council

  1. The FY2023-24 audit was dated Feb. 5, 2026, for a year that ended June 30, 2024. When will the FY2024-25 and FY2025-26 audits be finished?
  2. The FY2026-27 budget uses $658,148 of general fund savings. Which one-time costs does that cover?
  3. The net pension liability was $162.1 million, and the Retirement Fund held $107.6 million on June 30, 2024. How does the council plan to use that fund balance?
